Background and Discussion:
The National Emergency Food and Shelter Program (EFSP) began in 1983 with a $50 million federal appropriation created by Congress. This program was designed to help meet the needs of hungry and homeless people throughout the United States and its territories by allocating federal funds to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance.

On November 5, 2021, the Alliance of Community Assistance Ministries, Inc. (ACAM), acting as the Local Board for the EFSP, released an application for EFSP Phase 39 funds. During the last grant cycle, Harris County Community Services Department (CSD) was awarded an amount of $220,513 in EFSP Phase 38 funding to provide emergency rental and utility assistance to approximately 838 Harris County residents. Now, CSD proposes to submit an application for EFSP Phase 39 grant funds. This application will serve as a renewal grant for on-going services administered by the County for the last 34 years. This grant will provide emergency rental, mortgage and utility assistance to 1,800 eligible low-income households.
